The European Union preÂdicts that olive oil proÂducÂtion in the 2023/24 crop year will be 1.5 milÂlion tons, impactÂing prices due to below-averÂage harÂvests and marÂket scarcity. This is expected to result in reduced conÂsumpÂtion in the E.U., with prices reachÂing record highs in major olive oil-proÂducÂing regions.
European Union offiÂcials estiÂmate that the nine proÂducÂing counÂtries of the 27-memÂber bloc will yield 1.5 milÂlion tons of olive oil in the 2023/24 crop year.
As a result of another below-averÂage harÂvest and curÂrent marÂket scarcity, olive oil prices are likely to remain high. According to the European Commission’s short-term agriÂculÂtural outÂlook report, these conÂdiÂtions will sigÂnifÂiÂcantly impact olive oil conÂsumpÂtion in Europe.
If the E.U.’s estiÂmate comes to fruition, proÂducÂtion in the 2023/24 crop year would be 9 perÂcent above the hisÂtorÂiÂcal low of the preÂviÂous seaÂson, when 1.384 milÂlion tons were proÂduced. Between 2017/18 and 2021/22, the E.U. proÂduced an averÂage of 2.13 milÂlion tons of olive oil annuÂally.

Italian groves benÂeÂfited from abunÂdant rainÂfall in the spring, which negÂaÂtively impacted flowÂerÂing in sevÂeral regions but helped susÂtain olive proÂducÂtion in the counÂtry’s south. Meanwhile, growÂers in Spain, Portugal and Greece faced a hot and dry spring.
Summer did not go much betÂter in Spain and Portugal, as the effects of some rainÂfall were curÂtailed by heatÂwaves and conÂdiÂtions favorÂing olive fruit fly and pest infecÂtions.
The E.U. expects Greece’s olive oil yield to drop 20 perÂcent in the 2023/24 crop year as the counÂtry enters an ​‘off-year’ in the alterÂnate bearÂing cycle of the olive trees.
On top of reduced proÂducÂtion, the E.U. also faces low olive oil stocks. According to Brussels, the new crop year began with only 307,000 tons. By comÂparÂiÂson, the E.U. started the preÂviÂous one with 670,000 tons of olive oil.
The E.U. supÂply is expected to be parÂtially susÂtained by 160,000 tons of olive oil imports, a volÂume highly depenÂdent on Tunisia, where olive oil proÂducÂtion is expected to rebound.
Even so, the E.U. preÂdicts that the olive oil marÂket will remain tight, resultÂing in risÂing prices well into next spring.
According to the report, extra virÂgin olive oil prices in Jaén, Spain, the world’s largest olive oil-proÂducÂing region, reached €820 per 100 kiloÂgrams at the end of August, the highÂest value ever recorded and nearly three times higher than the averÂage of the last five years.
Prices for virÂgin olive oil and lamÂpante olive oil have folÂlowed a simÂiÂlar trend.
Rising olive oil prices paired with lower proÂducÂtion are expected to impact E.U. olive oil exports in the upcomÂing months negÂaÂtively.
According to the report, exports have dropped 40 perÂcent between April and June 2023 comÂpared to the preÂviÂous year, while shipÂments abroad between October 2022 and June 2023 fell by 23 perÂcent.
According to Brussels, record-high olive oil prices are also impactÂing conÂsumpÂtion in E.U.’s non-proÂducÂing counÂtries, which are expected to drop to 280,000 tons in the curÂrent crop year from 290,000 tons in the preÂviÂous one.
In the four main proÂducÂing counÂtries, conÂsumpÂtion is expected to decrease from 1.02 milÂlion tons in 2022/23 to 950,000 tons in 2023/24. Overall, E.U. olive oil conÂsumpÂtion is expected to drop by six perÂcent.
